Strategic Workshop on Human Capital Planning
18 April 2012

The Energy and Industry Sector has organized a series of customized, first of a kind, workshops covering strategic human capital planning for all of the companies participating in the Sector-wide Strategic Qatarization Plan.
“In total six, two day workshops are planned, each one designed to provide participants from human resources management and manpower planning with the tools to understand human capital planning (both Qatari and Expatriate) from the perspectives of analyzing current human capital inventory, and making future human capital forecasts”, said Mr. Abubakr Amer Sobaih Awadh Al-Saiari, Chairman of the Energy and Industry Sector’s Qatarization Steering Committee, the body responsible for initiating and organizing the workshops.
The sector is facing significant challenges which require a flexible and responsive human capital support system that makes people and relationship management integral to the business operations of the whole Sector. This workshop will provide strong human capital tools that will allow the Sector to invest wisely and effectively in people management strategies to enhance productivity.
Mr. Al-Saiari added, “There is an urgent need for us to address deficiencies in, or make improvements to, the management of our workforce. Human capital – our people – defines our culture, drives our performance, embodies our knowledge base, and provides the means for accomplishing the Sector’s core mission. They are without doubt, the Sector’s most important asset.”
Dr. Mohd Yousuf Al-Mulla Vice Chairman and CEO of Qatar Petrochemical Company (QAPCO) stated that, “Human capital is the critical factor in how organizations perform, and success depends on how effectively we determine our requirements, analyze our demands and manage our human resources within the organization. The key is human capital planning. It is critical to look at the present Qatari workforce, identify the demand for quality Qataris, predict the supply of Qataris required and identify clear actions to close the gaps. We have the pleasure to be the sponsor, and to be a part of this workshop to ensure that we are aligned with the Sector strategies.”
Sound human capital planning is critical as investment decisions will be made based on the plan. Clarity on the demand will help influence Qatar’s education community’s decisions and labour market policies.
The Strategic Human Capital Planning workshops focus on human capital planning from a strategic perspective, short- and long-term, and explores the application of forecasting and planning to improve efficiency, effectiveness and a common understanding within the context of the requirements set out in the Energy and Industry Sector’s Strategic Qatarization Plan, which is in line with the Qatar National Vision 2030.
Each workshop will be conducted by an external consultant from the Chartered Institute of Personnel and Development (CIPD), UK, who specializes in manpower planning. Participants at each workshop will represent a group of companies with a similar business focus. Companies will be grouped by oil and gas, petrochemical, power, and support.
